The redevelopment of 3031 South Ocean Boulevard is the second new condominium approved on Palm Beach island this decade and the smaller of the two: twelve connected villas of three to five stories by Fairfax, Sammons & Partners, arranged around a piazza on a 600-foot man-made peninsula in the Lake Worth Lagoon. The Town Council approved the site plan and 14 variances unanimously on April 15, 2026. Copperline Partners has not named the project, launched sales or published pricing, and still needs state permits to dredge the canal that turns the peninsula into an island.

Inside 3031 South Ocean Villas
About 3031 South Ocean Villas
The peninsula was built in the 1960s for a resort that became a 29-unit timeshare, the Palm Beach Resort & Beach Club. Copperline, the Schlesinger family's company, bought it in 2022 for $9.755 million. Fairfax & Sammons, the classical firm behind many of the island's estates, drew villas inspired by Italian cliffside towns: pergolas at each unit, grass-covered stairs, Italian cypress, a private road from South Ocean Boulevard and a central piazza.
The plan excavates the land link to the road and adds a private bridge, so owners will live on an island off an island. Internal boat basins are part of the staff report. Town council members called the design a model for low-density redevelopment of the South End; the mayor said it sets a high bar for what comes next.

Before you place a deposit
- Dredging a canal and boat basins in the lagoon requires Florida DEP and federal permits that the town itself flagged as a significant hurdle. The schedule depends on them.
- Bellaria and Palm Beacher residents opposed the plan and the Architectural Commission chair voted against it as too large for the site. The approval includes a construction-management agreement because of the narrow access.
- The approval lets the developer return to staff to restore two taller towers from the original proposal after consulting neighbors, so the built form could still change.
- There is no name, no price, no sales team and no date. Treat this as a watch-list entry, not a purchase decision.
Who it suits

Questions
Questions buyers ask about 3031 South Ocean Villas
Can I buy a villa at 3031 South Ocean now?
Not yet. The project is approved but sales have not launched, no brokerage has been appointed and no pricing exists. We keep a register of buyers who want to be contacted when the developer opens a sales program, and we track the permit docket so you hear about it before the public launch.
How many residences are planned at 3031 South Ocean?
Twelve connected villas of three to five stories and roughly 3,500 to 5,600 square feet, replacing a 1964 two-story building that last held 29 former timeshare units. The Town Council approved the site plan with 14 variances on April 15, 2026.
What is unusual about the site?
It is a 600-foot artificial peninsula on the lagoon side of South Ocean Boulevard. The plan dredges a canal across the land link and adds a private bridge, making the property its own island, with internal boat basins. That dredging is also the permitting risk that could slow the project.
Who is the architect?
Fairfax, Sammons & Partners, the classical practice of Anne Fairfax and Richard Sammons, whose work includes many Palm Beach estates. The villas are modeled on Italian cliffside towns with pergolas, cypress and a central piazza. The Architectural Commission approved the design 4-1 in March 2026.
When will 3031 South Ocean Villas be completed?
Approved as of 2026-10. Town of Palm Beach Architectural Commission approved the design March 25, 2026 (4-1) and approved demolition of the existing 1964 two-story building; Town Council unanimously approved the site plan and 14 zoning variances on April 15, 2026 (with a construction-management condition). Still needs Florida DEP and other regulatory permits for dredging a canal and boat basins. No project name, pricing, sales launch, brokerage, groundbreaking or completion date has been published as of Oct 15, 2026. Completion: Not announced; approvals granted in spring 2026, permits pending.
What flood zone is 3031 South Ocean Villas in?
Zone AE, base flood elevation 8 ft NAVD88. Confirm with the building's elevation certificate before you sign.
Where is 3031 South Ocean Villas located?
3031 South Ocean Boulevard, Palm Beach, FL 33480 (a 600-ft man-made peninsula on the Intracoastal side of South Ocean Blvd), in Palm Beach Island (Palm Beach, South End).
