Every tower on Flagler Drive sits on the shore of the Lake Worth Lagoon, and most sit in or beside FEMA's Special Flood Hazard Area. West Palm Beach adopted new FEMA maps in December 2024, holds a Community Rating System Class 5 worth a 25 percent discount on federal flood insurance, and is rebuilding critical Flagler seawall segments with a $3.63 million state grant. For a residence on the 18th floor, the exposure that matters is the association's ground floor and seawall.
The short answer
- Zones AE and VE lie inside the Special Flood Hazard Area, land with at least a 1 percent annual chance of flooding; Zone X lies outside it.
- Flood insurance is mandatory with a federally backed mortgage in the hazard area, which takes in the Flagler Drive waterfront towers in Zone AE at an 8-foot base flood elevation.
- West Palm Beach's CRS Class 5 rating gives a 25 percent discount on National Flood Insurance Program policies.
- The city accepted a $3.63 million FDEP grant to rebuild seawall segments on Flagler Drive after a 2018 assessment found sections in critical condition.
- The zone must be checked parcel by parcel, through the city's lookup tool or FEMA's map service.
Flagler Drive flood zones in plain terms
Three zone labels settle the insurance question. FEMA's Special Flood Hazard Area is land with at least a 1 percent annual chance of flooding, the so-called hundred-year flood. Zone AE carries that risk, with published base flood elevations and wave heights under 3 feet.
Zone VE is the coastal high-hazard area, where wave action and fast-moving water can cause extensive damage. Shaded Zone X is moderate risk between the 1 percent and 0.2 percent floods, and unshaded Zone X is minimal risk. In communities in the National Flood Insurance Program, flood insurance is mandatory for government-backed mortgages in the hazard area.
West Palm Beach discounts flood insurance and is rebuilding the seawall
The city maintains a Community Rating System Class 5, which equates to a 25 percent discount on all NFIP policies issued in West Palm Beach. It also publishes an address lookup that returns the zone, base flood elevation and design flood elevation for any parcel. That lookup is the first stop for any building.
The seawall needed the work. A 2018 assessment found sections of the Flagler Drive seawall in critical condition and highly vulnerable to storm surge, sea-level rise and king tides. The city then accepted a $3.63 million grant from the Florida Department of Environmental Protection, with work scheduled through September 2026.
The grant reconstructs a 1,425-foot segment between Avila Road and Pershing Way and a 300-foot section north of the Bristol. A buyer in a tower near either stretch should ask the association where its own frontage stands in the program.
Most Flagler Drive towers sit in Zone AE at 8 feet
We pulled every address through FEMA's National Flood Hazard Layer in October 2026. The Flagler Drive waterfront parcels sit in Zone AE with a base flood elevation of 8 feet NAVD88 and a sliver of VE at the seawall, on panels effective December 20, 2024.
The AE group takes in every waterfront tower on the corridor: South Flagler House, Edgeworth, Forté, Maison d'Or, the Ritz-Carlton Residences, Shorecrest, Olara and Rosewood. Both island projects, OLIN and 3031 South Ocean, are also AE at 8 feet and fall under the same insurance rule.
Farther north, Alba Palm Beach and the Mandarin Oriental site fall in shaded Zone X, the 0.2 percent area outside the mandatory-insurance zone. The inland downtown buildings, Mr. C, the Berkeley, Banyan Tree and Nora House, are in minimal-hazard Zone X. A point lookup can differ from a building's full footprint, so the parcel's design flood elevation from the city's lookup tool belongs in every packet.
A new tower moves the flood question to the ground floor
A building permitted after the 2024 maps is designed to the current design flood elevation, with habitable floors above it. Garages and mechanical rooms are raised or flood-proofed. The seawall is built to today's standard, often with a living-shoreline condition like the one attached to OLIN's approval on the island.
A 1960s building was designed to none of that. For a buyer, the practical questions start with the association's flood and wind policies and the deductible. The seawall's condition and its owner come next, along with whether the ground-floor amenities are insured or self-funded.
We pull the parcel's zone, base flood elevation and design flood elevation for any building under consideration and put them in the client's packet.

Questions this article answers
What flood zone is Flagler Drive in?
The Flagler Drive waterfront towers sit in Zone AE with a base flood elevation of 8 feet NAVD88 and a sliver of VE at the seawall, on FEMA panels effective December 20, 2024. A point lookup can differ from a full footprint, so check each parcel through the city's lookup tool.
What is the difference between flood zones AE, VE and X?
Zone AE is the Special Flood Hazard Area with published base flood elevations and waves under 3 feet. VE is the coastal high-hazard area, with wave action. Shaded X is moderate risk between the 1 percent and 0.2 percent floods, and unshaded X is minimal risk.
Is flood insurance required for a Flagler Drive condo?
Yes, with a federally backed mortgage. Insurance is mandatory in the Special Flood Hazard Area, which includes Zone AE, where the Flagler Drive waterfront towers sit. Buildings in shaded or minimal Zone X fall outside the mandatory zone, where insurance is optional and cheaper.
What flood insurance discount do West Palm Beach property owners get?
A 25 percent discount on National Flood Insurance Program policies. West Palm Beach holds a Community Rating System Class 5, and the discount applies to all NFIP policies issued in the city.
What is being done to repair the Flagler Drive seawall?
The city accepted a $3.63 million Florida Department of Environmental Protection grant to reconstruct a 1,425-foot segment between Avila Road and Pershing Way and a 300-foot section north of the Bristol. A 2018 assessment had found sections in critical condition, and work is scheduled through September 2026.
When did West Palm Beach adopt its current FEMA flood maps?
The city adopted new FEMA maps in December 2024, and the Flagler Drive panels took effect December 20, 2024. A building permitted after those maps is designed to the current design flood elevation, with habitable floors above it.
Which West Palm Beach condo buildings are outside the flood hazard area?
Alba Palm Beach and the Mandarin Oriental site are in shaded Zone X, outside the mandatory-insurance zone. The inland downtown buildings, Mr. C, The Berkeley, Banyan Tree and Nora House, sit in minimal-hazard Zone X, where insurance is optional.
Are OLIN and 3031 South Ocean in a flood zone?
Yes. Both island projects are in Zone AE with a base flood elevation of 8 feet, according to FEMA's National Flood Hazard Layer as checked in October 2026. OLIN's approval also carries a living-shoreline condition tied to its seawall.
How is flood risk different in a new Flagler Drive tower than in a 1960s building?
A new tower is designed above the design flood elevation, with garages and mechanical rooms raised or flood-proofed and a seawall built to today's standard. A 1960s building was designed to none of that. For an upper-floor residence, ask about the association's flood and wind policies, the deductible and the seawall.
