Harbor Towers is a two-building, 61-unit 1986 condominium with a private marina on two acres at 3901 South Flagler Drive, directly across the lagoon from Mar-a-Lago. Fort Partners, Nadim Ashi's firm behind the Four Seasons Hotel and Residences at the Surf Club, now controls 60 of the 61 units after a September 2026 swap in which Related Ross sold it 21 units and took Fort's apartment parcels to the south. Fort has said it will terminate the condominium and redevelop. No plan, height, unit count or brand has been filed, and the site sits inside the city's six-month zoning pause on the South End.

How the site was assembled
Related Ross and Fort Partners both started buying units in spring 2025, sued and counter-maneuvered over a board-adopted right of first refusal, and settled in October 2025. In September 2026 they traded: Related's 21 units went to Fort, and Fort's 25-unit apartment parcels at 3906 Washington Road and 3907 South Flagler went to Related, which already controls most of the neighboring Southbridge. Reported totals for Fort's purchases range from $79.7 million to $100 million. One unit, owned by the association, remains outside Fort's control.
Why buyers are watching
Fort Partners holds the Four Seasons residential rights in South Florida through the Surf Club and owns the Four Seasons Resort Palm Beach on the island, so the press has speculated about a Four Seasons-branded building here. Nothing supports that yet. What is certain is that the most experienced branded-residence developer in Miami now controls a two-acre South Flagler waterfront parcel facing Mar-a-Lago.
Harbor Towers Redevelopment location
The 3900 block of South Flagler sits between Maison d'Or and Southbridge on the South End, with the Southern Boulevard bridge a few hundred yards north. The private marina is the parcel's distinguishing asset; few South Flagler sites have one.

Questions
Questions buyers ask about Harbor Towers Redevelopment
Who owns Harbor Towers in West Palm Beach?
Fort Partners, through its affiliate WPB Harbor Towers Acquisition LLC, controls 60 of the 61 units as of the September 2026 property swap with Related Ross; the association owns the last. Fort has said it intends to terminate the condominium and redevelop the two-acre marina site.
Will Harbor Towers become a Four Seasons?
Nobody has said so. Fort Partners develops the Four Seasons residences at the Surf Club and owns the Four Seasons Resort Palm Beach, which is why the press has speculated, but no brand, plan or filing exists for 3901 South Flagler Drive.
When will Harbor Towers Redevelopment be completed?
Proposed as of 2026-10. Site assemblage, no filing. After a Sept 2026 property swap in which Related Ross sold its 21 Harbor Towers units to a Fort affiliate, Fort Partners holds 60 of the 61 units (the last is owned by the condo association), having spent $79.7M since April 2025 per TRD/Vizzda. Fort told TRD in Oct 2025 it would proceed with a condo termination; the Palm Beach Post (Sept 1, 2026) says Fort intends to demolish the buildings for new construction. No development application, site plan, rendering, unit count, architect or brand has been published as of Oct 15, 2026. The site sits inside the corridor covered by the city's July 2026 zoning-in-progress study (Ordinance 5177-26), which pauses new rezoning applications through about Jan 20, 2027. Completion: Not announced; site assembled, no plans filed.
Who is the developer of Harbor Towers Redevelopment?
