The Safe Harbor Rybovich District is the largest development site on the West Palm Beach waterfront: 15 acres around the Rybovich superyacht marina at 4200 North Flagler Drive. The Planning Board approved phase one in September 2025 with Tower A at 36 stories and 461 feet holding 112 condominiums and Tower B at 34 stories with 147 units, over city staff's objection to the height. Integra Investments bought the land from the Huizenga family for $72.4 million in July 2026 and closed a $322 million acquisition and construction loan from Tyko Capital in August. The full concept is four towers and 660 residences with a 60,000-square-foot private club. No sales have launched and Integra has not disclosed whether it will build the approved plan as drawn.

Inside Safe Harbor Rybovich District
What is approved
Phase one covers two towers and 259 units with 862 parking spaces between them, a waterfront promenade extending onto North Flagler, retail and restaurants facing the water, 20,691 square feet of office, marine storage and crew facilities for the marina. Tower A would be the tallest building in West Palm Beach. Phase two, another 401 units in towers of 374 and 418 feet, is not approved. Arquitectonica is credited with the towers and Kohn Pedersen Fox with the promenade and master plan.
The marina itself stays. Safe Harbor operates it as one of the premier superyacht yards in the country, which is the reason a buyer here would be choosing this address: a residence above a working yacht basin with a private club whose membership extends beyond residents.

Before you place a deposit
- Integra has not said whether it will build the Huizenga-approved plan. Only Tower A is explicitly described as condominium in approval coverage.
- City staff recommended denial of the site plan element over height and the relocation of retail away from Flagler. The board approved anyway, which invites future scrutiny.
- No sales program, pricing or timeline. A 2026 groundbreaking estimate on one tracker is unconfirmed.
- Phase two is not approved. Buyers in phase one would live beside a construction site for years if it proceeds.
Who it suits
- Yacht owners who want to live above the yard where their boat is serviced
- Buyers who want the largest amenity program on the corridor and can wait for a launch
