Alba Reserve is BGI Companies and Blue Road's proposed second tower on North Flagler Drive, planned for a 2.72-acre assemblage at 4720 to 4806 North Flagler immediately beside the completed Alba Palm Beach. Designed by Carlos Ott with Spina O'Rourke + Partners, the filing sought 31 stories and 378 feet with 87 residences, later trimmed to 30 stories and 360 feet with 71 units. City staff recommended denial and the Planning Board voted 6-1 against it on May 19, 2026. The City Commission has the final decision and had not acted by October 2026. There is no sales program.

What was proposed
Townhomes, three-bedroom condominiums and penthouses from 1,440 to 3,505 square feet, 226 parking spaces and an eighth-floor amenity deck with two pools and guest suites, replacing a single-family house and two small condominium buildings that BGI bought out for about $40.9 million. Carlos Ott, the Uruguayan architect of the Opéra Bastille, designed the tower.
The application asked for a rezoning to residential planned development and a waiver above the 338-foot limit then in place. After talks with neighbors the height came down 20 feet. Staff still found the massing excessive and the setback and parking waivers unjustified, and pointed to the 300-foot cap the city adopted in 2025 for sites east of North Flagler north of 44th Street, which this project predates and claims not to be bound by.
Why it matters to buyers
If you own or are buying at Alba Palm Beach, the outcome decides whether a 360-foot tower goes up next door with several years of construction. If you are watching the corridor, the vote is a signal: the city approved five towers over 300 feet on North Flagler, including a 360-foot building in October 2025, and then drew a line. Rosewood Residences passed the same board on the same night at 306 feet.
BGI has said it is considering a brand for the project. Nothing can be purchased, and no pricing or timeline exists.
Alba Reserve location
The assemblage runs south from Alba Palm Beach along the water in Northwood Harbor, between the Rybovich marina district and the Mandarin Oriental site. Neighbors who testified described the stretch as becoming a canyon of towers; the developer countered that the corridor's zoning already allows them.

Before you place a deposit
- The project is not approved. The Planning Board's 6-1 denial recommendation and the staff report both weigh against it at the City Commission.
- Any broker quoting a price for Alba Reserve is inventing one. No pricing has been released.
- The 300-foot height cap north of 44th Street now applies to new filings on this stretch; the project's claim to be grandfathered is itself in dispute.
